Dear Madam/Sir
The first step has been made. Since 1 March 1999 any dealing with antipersonnel mines is prohibited by the Ottawa Convention. Unfortunately we are still far from a sufficient solution of the landmine problem, which is not least caused by landmines produced in Europe. Europe should now take the initiative to stop the humanitarian catastrophe once and for all. European governments and ministries are requested to divert the national budget allocation used for developing and procuring landmine and minelaying technologies* to rehabilitating and compensating mine victims.
Please support - as I do herewith - the 5 main demands of the
German Initiative to Ban Landmines
The five demands of the German Initiative to Ban Landmines are:
- 1) A worldwide prohibition on the development, production, export (including technology transfers) and employment of all types of landmines.
- 2) Disclosure of all landmine related R&D projects, landmine exports, military landmine warfare plans, landmine stockpiles, including those of exterritorial armies.
- 3) The verified destruction of all existing landmines.
- 4) Diversion of national budgets used for developing and procuring all landmine and minelaying technologies to rehabilitating and compensating mine victims.
- 5) Comprehensive support for mine clearing operations under the control of the UN and relevant humanitarian organizations, for instance by financing a mine clearing fund.
*All types of mines, submunition mines, minelaying systems, directional fargmentation charges, components of mines (fuses, explosives, sensors, antihandling devices, etc.) and components of minelaying systems.
