Crime branch official Ali Ahmad Qayumzai told Pajhwok Afghan News that police arrested this person red handed on Sunday.

He said the detainee had been handed over to provincial police for further investigation. Qayumzai said apparently the detainee wanted to target government officials and security officials that mostly use the highway.
